Every member of the Rising Volt Tacklers seems to have a purpose. Cap is, of course, the captain. Friede is the go-to leader. Murdock cooks for his companions and helps take care of his niece. Mollie takes care of Pokemon if they get sick or injured. Orla helps manage to machinery on the airship. Dot is an intelligent specialist. Even Roy and Liko joined to help explore the world and, eventually, find the fabled land of Laqua.
However, there is one member of the Rising Volt Tacklers who doesn't seem to serve any purpose aboard the ship. Ludlow spends most of his time fishing, sometimes accompanied by Dot's Quaxly or his own Quagsire. However, he's unlikely to catch any fish most of the time, since the ship is so high up in the air. His Quagsire helped wet a dry land in need of water with its Rain Dance, but otherwise Ludlow seems content to offer helpful or punny one-liners. Fans can't help but wonder if he has a real purpose for staying aboard the ship or if he's just along for the ride.

It's More Likely Than You Think
Lucius was an ancient explorer who lived over a hundred years ago. Together with his Six Heroes, special Pokémon who Lucius had a deep bond with, they travel to a mythical place known as Laqua with the Legendary Pokémon Terapagos. Many of his adventures and the Pokémon he encountered along the way are recorded in a journal Liko's grandmother found in her attic when she was a little girl.

Diana kept the journal for herself as she searched for the truth behind the legend for decades, although she eventually passed a special pendant down to Liko. This pendant eventually turned into the Terapagos who traveled alongside Lucius. Even Liko's father, Alex, wrote a storybook about Lucius and his Six Heroes. The signs point to Liko having some sort of connection to Lucius, but it's unknown if the two are somehow related, at least for now.

The Explorers were introduced as the villains in the series early on when Amethio tried to kidnap Liko and take her pendant. Even after the pendant transformed into the Legendary Pokémon Terapagos, the Explorers have continued to try to take the Pokémon into their possession. They've also been trying to capture the black Rayquaza since it left Roy's Pokeball.

However, one can only assume that these are minor goals tied to what the team is really trying to achieve. What that achievement is, however, is currently unknown. It must have something to do with Lucius and Laqua, based on the fact that the Explorers are trying to capture two of the Pokémon that traveled alongside Lucius. However, this may also simply be because the Pokémon are Legendary and one of them is shiny. That begs the question for fans: what are the Explorers really after? So far, no one knows for sure.

When Lucius traveled the world and eventually to Laqua years ago, he was accompanied by seven dear companions. First was the Pokémon Terapagos, who could take a different, more majestic form back then. There were also the Six Pokémon Heroes: Arboliva, Galarian Moltres, Lapras, Kleavor, Entei, and a shiny Rayquaza. These Pokémon were Lucius's prized allies.

Rayquaza has taken to the skies until Terapagos seemingly returns to its full strength. Now only Kleavor and Entei remain. However, it's a mystery where they're hiding. It's up to the Rising Volt Tacklers to find the two remaining heroes to help Terapagos, but it won't be easy in a world as vast as Pokémon's.

Long ago, Lucius traveled to a mysterious place known only as Laqua with the Six Heroes and Terapagos. No records remain on what this place must have been like or where it was located. All that is known is that Terapagos desperately wants to return there in hopes of reuniting with Lucius. To do this, the Rising Volt Tacklers will need to find the remaining Six Heroes.
However, it's still a mystery just what kind of place Laqua is. It's known to be a place from the legends, but few legends provide any solid details about Laqua. The Rising Volt Tacklers don't even know where Laqua is, and can only trust that Terapagos will be able to guide them to this fabled place once its full strength is restored. Hopefully, fans will receive more clues about what Laqua might be like in the next season.
